I may have found a solution. Nothing from Corel Support has worked. The Cleanup tool did not work. Changing the folder name did not work.
Instead I happened upon this page describing a conflict between Corel Video Studio and PowerToys:

Taking a cue from that I uninstalled Power Toys (which I don't really need) and for now at least Video Studio Ultimate 2021 launches and works!

That's it. I haven't even looked at Power Toys in quite a while even though I use several of the modules. I restored uvDV.dll and turned the Video Conference Mute module off.
Now everything works again.

Guess that makes sense although I didn't research exactly why that is the case. I wouldn't need that module anyway.

SO, I just renamed uvDV.dll to uvDV-old.dll since I don't have a replacement to see what would happen.

Strange enough it's working now. Only thing is it opened to the Welcome Page like a new install. All the bonus add-ons look to be intact and I can even open last project. I just imported 3 chapters from a DVD that I recorded of a concert that was on my satellite tuner, which is why I tried using VS today. Edit is working fine so far.

Something is probably not going to work, but I'll report back when I hit it.

That worked for me as well. Thank you so very much. All the earlier versions of VideoStudio have been exhibiting the same problems. Now I'm going to try to change the uvDV.dll file name on all of them. EDIT: I just tried it with my X10 and now it will start up as well. YEA!

Also thank you to the other posters here who reported their good results.
