Text function triggers vector frame on project window

When I insert text, for some reason, a vector frame appears in my project/image window.
It seems that this happens once I place the text cursor on the image for text entry. And this glitch only happens sometimes...

The TESTING text has not been applied yet.

The handles on the vector window are inoperable; they do nothing. It seems as though the vector frame seen here is not part of the function, it's a visual bug.

This glitch started happening a few weeks ago. Can anyone provide a reason/resolution for this?

After a reformat and reinstallation of my operating system (unrelated reason), this glitch no longer occurs when inserting Floating text.

I will someday upgrade the current version of PSP anyway.
