If you are going to un-install, before re-trying, recall that VS does leave stuff in the registry after an uninstall.
To illustrate, last year I had immense trouble getting VS to work when migrating to win10. I came to the conclusion that VS versions installed under win7 (which they all were at that stage) had left something behind that stopped any install of those VS files under win10 from opening the Share page without jamming the entire PC. It had to be something in the registry, but I never really isolated it. A clean install of win10 would have fixed it, but I tried that and it destroyed a large part of my environment (printers, NAS et al) so I settled for an in-place migration that worked for everything else but VS. I theorised that an initial win10 install of a new version (2021) may work without that Share problem, and it did; theory confirmed. In the process, using a registry scanner, I found that when one VS version was installed, there were over 10,000 VS entries in the registry. With no VS installed, the leftovers numbered 988. I've commented about that elsewhere.
So, when you have uninstalled, run the cleanup tool, several times? it detects no VS installation but does remove a bunch of msi files lurking in the C drive. If you have start or other issues with the program, cleaning it up/uninstall with the usual tools and then run the VS clean up has always helped me.
