Hello,
I'm using Paint Shop Pro 9, and had a question regarding layers.
Let's say the bottom layer is all filled in with a blue color, and the layer on top has a big circle in a green color. Would it be possible to have the program blend the rough edge around the circle into the blue background, so that the edge of the circle looks nice and smooth?

I resized the layered image using "weighted average." I just resized it down to a slightly smaller image size. When I did, Paint Shop Pro automatically blended the edge of the green circle into the blue background.
Is this the only way that I would be able to blend the edge of the green circle into the blue background? Is there a way to do this without resizing the image?

Could you post a sample?
What is the size of the image (in pixels)?
What do you mean by "blend"? If the circle is drawn on a layer on top in the Layers Palette, you could use the Layer Merge down function to apply the circle on the bottom background.

It is a 4-layer raster image and the size is 5000x7000 pixels. I placed this large PSP file in a zip folder to make the file size very small. You can download the zip folder here:

Here is a zoomed in view of the layered image:

LAYER 1: the cyan background (not shown in the zoomed in screenshot)
LAYER 2: the red circle
LAYER 3: the blue circle
LAYER 4: the green circle
As you can see, all of the edges are jagged. Is it possible for PSP to automatically blend the 4 layers so that the edges of the three circles are made nice and smooth?

I don't remember much about PSP9, but if you grab either the preset shape tool with an ellipse shape, or if the ellipse tool is available you can quickly and easily recreate these circles with "anit-aliasing" turned on which would give a less jagged edge...though you're zoomed in so far on the edges it doesn't really seem to matter much. No one is going to look that closely.
With newer versions of PSP I an select both a raster and a vector layer at the same time and use the Objects Menu to align an ellipse with the circle layers and then make it the same size as the circle with a quick script. Making it even faster.
Otherwise your next best option is to blur the layers. Apply a simple average, or gaussian blur at a low value to get a basic blur.

Which tool did you use to draw your circles?
As Levifiction suggested, did you use le Ellipse tool with antialiasing on?
If you want edges nice and smooth, you need to work in vector, not in raster.
Just curious: what is the aim of your project? Printing? Cutting (like the Cricut)?

I created the same file as you (same pixels size).
I don't understand why you have a such huge file (see attached). Blending the circles with the background will not change their aspect. The jagged edges will be always visible. You have jagged edges because you did not activate the Antialiasing when drawing them.
