Cut and paste buffer empty
When I copy a picture outside of PSP 2022 Ultimate and then start PSP, I cannot paste anything because it seems like PSP empties the buffer. I don't recall this behaviour from earlier versions. Can this be changed? Is it a setting?

I have not seen this behavior. PSP does have a setting to delete or leave alone the data on the clipboard when it closes (File -> Preferences -> General Program Prefernces - Under Miscellaneous). But I don't know of any setting for clearing the clipboard on opening PSP.
How have you tested this? Remember that with PSP CTRL + V only pastes new layers so an image needs to be open to use it. CTRL + SHIFT + V pastes as a new image. And there are some formats that PSP won't respond to.
I just tested this and I cannot duplicate the issue you describe. Here's how I tested it.
I use a free program called FreeClipboardViewer. https://freeclipboardviewer.com/
Download the Portable EXE, it won't need installation to work.
Just copy something to the clipboard and you should see it appear in all of its formats in the viewer. Then open PSP and if it clears the clipboard everything will disappear. Nothing disappeared for me, and I was able to paste the PSP AD banner from this forum into PSP.

The FreeClipboardViewer spotted the picture file OK. I think the problem is that PSP doesn't seem to be the app that is in focus after having been started. If I click on the workspace and then use CTRL-SHIFT-V that works.
Nonetheless, the previous version I had (2020) didn't need me to click on the workspace first. Is there a fix?

You can also right click in the workspace and choose Paste as New Image which I find easier than searching for shortcut keys (two fingered typer here and must look at the keyboard).

I don't have PSP2022 and use 2019. However, I placed a button for Paste As New Image on the toolbar at the left in my PSP and whenever I copy an image from an external source I just click that button to paste the image into the PSP2019 workspace. I actually also have a Paste as New Layer button there - actually it's a boundscript that is is the Paste & Move script that pastes as new layer and activates the Move tool with one click.
Unlike @hartpaul I'm a touch typist but if I have to hit CRTL-SHIFT-V to try to achieve a simple thing like Paste As New Image I would definitely have to look at the keyboard, thus taking my eyes off of my work, as well as finding that much more awkward and finicky than simply clicking on a button with the same mouse that I used to capture the image from the outside source in the first place.
