Here's a screenshot from the debugger. I don't think the name of the file is too relevant as it is probably a temporary file. What is wrong is the error handling. It should either have just overwritten the file, saved with a different name or at least failed with a meaningful error message. The error message saying there is a problem with the internet connection is completely wrong. This was a local file write error.

Screenshot of error? or installer log file someplace? I assume you have only one hard drive, and it's the default, and you have enough free space. I had endless pain with 2019 because it did not handle that my D:\Program files was the default install location. Are you using a web proxy?
