I have been fiddling with a file to try and cut out a little portion and paste it onto another image. Somehow the image now has a "pick" rectangle around it that I cannot remove. I have tried saving the file and reopening it but the pick still remains. How do I remove that pick so I can create a different pick area? If I try grabbing a corner, the area just gets squeezed. Help.

If it's actually the bounding box of the pick tool, then just select a different tool. That box will show up around any selection or layer while the pick tool is active.
If it's a selection rectangle then go to Selections -> Select None or hit Ctrl + D

I tried Selections/None but it does not go away. If I pick something like Clone the box disappears but as soon as I hit the Pick Tool again, the same box around the outside of the image comes back. The Pick tool seems to be locked. Is it normal for a saved image to retain all of the previous editing instructions?

What do you mean when you say you want the Pick tool to pick another area? The Pick tool, when selected as a tool, will place the Pick bounding box around whichever layer is selected in the Layer's palette. So if you have that pasted image pasted into another image as a layer and if that is the layer selected in the Layers palette then the pick tool will still put its box around it. If you want it to pick another layer then make that other layer the selected one in the Layers palette. The Pick tool is not a Selection tool.

You don't use the Pick tool to 'pick an area to copy|cut and paste', you use a Select tool to 'select an area to copy|cut and paste'.
"Is it normal for a saved image to retain all of the previous editing instructions?": In the most recent versions of PSP, under File/Preferences/General Program Preferences... > Miscellaneous you'll find the option "" Save edit history to image metadata (JPEG, TIFF, PSPIMAGE)". Check or uncheck that. Is that what you meant?
