A usual, there are more ways than 1. Try something like this: a bullet list with 3 items, each item progressively growing from transparent to fully visible.
1. put your background into the main TL, at least 9 seconds long (allows 3 sec per item in the list) but otherwise as long as you like
2. using track manager, change the overlay track count to 3 (this is a result of there being only 2 allowed text/title tracks, but a text/title item once created can be moved to an overlay track).
3. 1st bullet item: select the text tool in the library tool bar and using a text character for the bullet indicator - eg, * - create your 1st bullet line such as "* location 1". Choose a suitable font size and colour (selected text, options page). Start it at time zero and drag the trailing edge to the text item to the 9 sec mark in the main TL. Choose advanced motion (selected text, options pane) and customize motion. When the custom pane opens, adjust the opening keyframe to a transparency of 0. Insert a keyframe at 3 sec (time marker at 3 and press +symbol) and ensure that at the inserted keyframe is transparency at 100%. The last keyframe should also have transparency at 100%. Play it - the result should be the title line and bullet growing from nothing to fully visible in 3 sec and lasting for the duration of the text clip. Close the motion panel and the drag the text item to the 1st overlay track, starting at time 0
4. 2nd bullet item. as for bullet item 1, except that the text will be something like "* location 2" or whatever you wish, and you start it at time 3, and insert the text item into a separate overlay track, eg track 2..
5. 3rd bullet item,. as for bullet item 1, but you start it at time 6, and use overlay track 3.
The result of this is that when played as a project, the list items are appearing with a bullet every 3 seconds, each one growing from transparent to fully visible in 3 seconds and then lasting to the end of the list sequence. At the end of 9 seconds you have a list of 3 items against the TL background.
This is the simple method. Once you've got handle on this, you can use a sized graphic item from those provided in the graphics part of the library page for the bullet, and mix them alternatively with text in an overlay track, making sure the pair are using the same custom motion parameters.
The foregoing does not apply to a menu list for a DVD: because DVD's are a "slow" technology, a menu allows you to choose an item to play - rather than play each preceding item first. But that menu is created as part of the DVD creation process (Share, Disk, DVD . . . in several disk format options.) And a disk result is the only one that allows the creation of a menu.
