Maybe someone could explain the difference between a "clean boot" and a "clean install"??

Another possibility is that there is something left in the registry that's causing this. What, don't know. Example cited;
the desktop I am running this on was once win7. I had 4 versions of CVS on it, but after migrating in place to win10, not one of them worked correctly when opening Share: the PC jammed up. A clean install of win10 fixed that by starting with a whole new registry file, but broke so much of the PC environment (printer, NAS and local network) that I elected to live with a migrated platform and started using PD18 for editing. I theorised that all prior installed versions of CVS had left something in the win7 registry (there were 884 video studio entries in the migrated registry when no CVS version was installed and cleaned up) and the upcoming CVS 2021 would be the first version that had NOT been first installed on win7 and maybe that would be different. AND it was. when released, CVS 2021 installed and runs fine on the migrated win10 PC, no issues at all

David,
A clean boot is starting the computer with only the most essential files reqd. by the system
A clean install is the complete reinstallation of the OS, with 2 options, "keep my files" or remove everything

Maybe it's just terminology: a clean boot looks like a safe mode start.

A clean boot allows for more control over what is running and what isn't! More effective for troubleshooting from my perspective.
Safe boot is a boot with predetermined settings. the only advantage to a safe boot as for what I understand is it allows you to boot with or without a network.

I ended up just doing a fresh install of Windows and it solved the problem!
