How to rotate a selection

I selected a part of my image by freehand selection. I copy pasted it and now I can move the copied selection anywhere I want. But I also want to rotate that selection. Not the whole image. Just the selection . How can I rotate it?

What is your PSP version? (you should complete your profile).
If you use a recent version, select the Pick tool and use the Rotate handle.

I see the pick tool, i select it but what is a rotate handle? where?
