When I try to use a key (F12 or self-assigned CTRL+Q) to open Save as, PSP can hang for up to 30s.
If I use the mouse to go to File then Save as, it opens instantly.
No other apps hang the same way.
Does anyone have the same/similar problem or solution please?
PSP x7 17.4.0.11 x64 with SP4.
Win 10 build 19042

I tested with my PSP X7, and I do not observe such lag. The Save as window opens immediately.
Does it happen with all files or only with files you have modified in PSP?
Did you try a factory reset?
