cannot perform filling

I drew an image by hand, with pencil on paper. Then i tookk a picture of it. When I did, the paper, although white, doesnt look all white, but as if light gray. So I wanted to fill everywhere except my drawn lines, with white color. When I click on bucket, and bring it to light gray area it doesn't fill. How can I do it?

What is your PSP version?

Does your drawing contain grey?
Is your drawing in color?

Could you post here your image or a crop?
Several methods exist to whiten the white.

You might want to simply adjust the brightness of the image instead of making a selection. Try Adjust > Brightness/Contrast > Levels. You might be able to brighten your paper enough to look white.

Sounds like the incorrect match mode of blend mode is selected.
Or could be tolerance set to low and only filling 1 pixel.
