Change To Target Error in 2018

I am running PSP 2018, 32 bit on Windows 10 64 bit. When I try to use the Change to Target brush, I get a script error about presets. My file locations are correct. I hope someone can tell me what I am doing wrong.

What I am getting is a script error about loading presets which I am having difficulty reading. When that comes up, the program becomes non-responding so I can't enlarge it to read it. I attached a screenshot. Hopefully, you will be able to make sense of it.

With the script output window showing up behind the layer block I can't read anymore. It's just saying it can't read the preset. Either the file it's trying to read, is corrupted or it can't access the E drive or there is a file permissions issue and it just can't read the file. So first question is, is the E drive a second built in hard-drive or an external harddrive. And if it's external is it currently plugged in?

The E drive is a partition on the internal drive.

Now we have the answer E drive can't be read move the files to the C drive. Its a read permissions error, cause the file is locked to that drive only.
