Having removed unwanted frames and making what is now only an 11 frame clip I wish to apply a crossfade to black with a time transition of about 1 second
This does not work without a matching 11 frame transition or extending the clip time which brings back the unwanted frames
What is the best way to do this - the only way I can think is to put in a still photo and stretch it on the time line to my desired length before adding the cross fade?
Is there another way which would retain the small amount of motion in the original scene?

if it's just 1/2sec and you want 1 sec fade, than you need to slow it at least to 50% or even slower. It all depend on it's content.

What format is the eleven frame clip?

If video, it is less than a half second long - ask1's suggestion would work great.
If a static image, just adjust the length to allow for the transition.
Another idea combine the two above. At the end of frame eleven of your clip, insert a Freeze Frame of your desired length. You want a one second cross fade so one second is the shortest freeze frame you can have. However, I strongly recommend a longer frame of 1:15 sec (one second plus 15 framesd). This allows you to see the frame on the timeline when covered by the transition. If the freeze frame were one second and the transition one second, the timeline transition symbol would cover the image symbol which can make future editing a pin-in-haystack frustration.

Sorry I should have said - it is motion video though with not much motion happening due to distance from the camera
I did say that I had tried to extend the clip with time modification, however the clip just picks up discarded frames with artifacts I am trying to eliminate
The clip is the final one on a steam train video and I was just wanting to fade it to black over an extended period of time (one second minimum)
I have split the sound off which has the noise of the engine working over the last 5 seconds slowly fading to nothing
Seems I shall just use a still shot for the effect for the want of a better solution?

It's 11 frames and you want it 125... so 10% is your starting point, from there it's up to your artistic eye.

If your video uses 25fps (frames per second) then 11 frames is less than a second.
When you say 11 frames are you meaning 11 seconds, that would make more sense.
Assuming the video is 11 seconds, some options
1 / add a colour clip (black) (2 seconds) to the end of the video, then apply a crossfade transition for 1 second
2 / you can try the freeze frame option, place the cursor on the last video frame then freeze frame.
This will create an image if the last frame, you choose the durstion apply crossfade between video and image.

Thanks Trevor but it is 11 frames - not 11 seconds
I was trying to avoid that momentary freeze frame on the end of the story as the the scene fades to black but for the want of any good ideas I have accepted the inevitable

11 frames is less than half a second, a blink of the eye and you have missed that, I cannot understand how you would see a fade over that time?
I guess setting X fade to 5 frames may smooth the transition

Trevor - the key was in the title which said "extending a short clip..." - I extended it to from 11 frames to about 50 frames (2 seconds)
My whole point was wondering if there was some "magic" way to retain motion, some clever way that would have made it look "normal" as it faded to black
Since it was "end of story" I did not want a rapid fade yet my clip (with artifacts removed) was already too short to work with
Not to worry, done now and I have moved on
