Border color from Materials palette
If I want to add a border to a picture and use a color in the picture as the border color, I can point the eyedropper at the appropriate spot in the picture to easily add that color to the Materials palette. But if I then open the Add Borders dialog, is there no easy way to use that color as the border color — in other words, no quick method that doesn't require me to look at what the RGB or HSL numbers are in the Materials palette, and then manually enter those numbers in the Add Borders dialog?

Right-click on the color rectangle in the Add Borders window.
You will get another window labelled Recent Colors.
The color placed in the Materials Palette will be available there.

Re: Border color from Materials palette
I may have misunderstood your problem, but:
1) The Image/Add Borders... dialogue has a Color panel. If you move the cursor over any open image it turns into the Eyedropper tool so you can click on the image to chose a Border colour.
2) If you click on the Color panel itself you can choose from the normal PSP colour dialogue.
3) Right-click on the Color panel opens a Recent Colors dialogue, which includes the Materials Palette foreground and background colours that you can choose. 'Other' button opens the PSP colour dialogue again.
