I recently upgraded VisualStudio Ultimate 2020 to VSU2021. My first disappointment was the fact that i had to purchase the Blu-ray plugin again!! What is up with that?? My second disappointment came when i used the new plugin to create a Blu-ray disk. I received an error message: "The Target Device Might Have Some Problems. Try Again or Reboot". So, i tried again and received another message stating "The Burner Is Busy With Another Application". No matter how often i reboot and try again, i get the same response. See attached messages. I know my BR Player/Burner is working because i can burn and play using Windows Explorer.
My third disappointment is with the VSU Tech support persons. What is up with those folks?? Are they real people or bots? They don't seem to read the questions i ask or the responses i offer and the responses they give typically make so sense at all.
Anyway, i have gotten help from this forum in the past, so maybe i can get some assistance here again.

This is not a common problem, and unfortunately I don't think a solution has ever been found. At best there may be a workaround from 2019: https://forum.corel.com/viewtopic.php?p=368036#p368036 Essentially, it suggests that instead of trying to burn an actual disc, you instead create an ISO of your project which should still be possible despite that error message. Then you use another program like Nero or the freeware ImgBurn to burn the ISO to an actual disc.

Bluray Plugin, once purchased you should be able to use the process to “restore purchases” so there should be no need to pay again, a little late now....

Here we did suggest as Ken Berry has said here that creating an iso or bd folder is the best option, and indeed seemed to work for you before.
As for the drive being in use clearly not fixed since your previous post.
You do seem to suggest you use windows explorer to burn the disc, maybe another program is controlling the drive.
I would suggest you remove the drive from the pc, boot the pc and close down.
Reinstall the drive should install the drive when starting the pc.
Maybe that will refresh / clear the problem
You can also try using Device Manager to uninstall the drive, again rebooting the pc should install the drive.

lata - your memory is certainly better than mine. After reviewing my previous post, i'm now having a deja vu. Actually, i use this software only for building a vacation video every year of two. So, its like learning it again. Thank you! Ill read through and rethink my issue.
