This bug has been confirmed and escalated to the engineer's team; but I was told to post it here in the forums.
It is a smart capture bug on PaintShop Pro 2021.

First time I have used this option, could be a little more intuitive but managed in the end to screen capture an image
The Page Failed to load does show, in the end I simply ignored that.
Screenshot should by default auto hide the PSP program, that does not happen.
Choosing an area or window to copy was a little hit and miss but I did eventually get it working
For an area, a right click to activate followed by a left click drag to select an area, then Capture
So yes it does work but could be better
