Enlarging photos in PSP 2021 with GPU Acceleration checked

When I enlarge any photo it does not enlarge the photo itself. It grabs background area around the photo, plus the photo to increase the size to the percentage I wanted. When I use GPU acceleration. If I enlarge by 200 percent, the photo & the background area created in the enlargement adds up to the percent I used. Advanced & AI Power Settings is checked. AI powered is checked. Either mode checked. GPU Checked.

My video card is Nvidia Geforce GTX Titan Black with 6 Gigs of video memory
64 gigs of ram, Windows 7 64 bit with SP1, CPU Intel I& 4960X Extreme 6 cores 12 threads. DirectX 11.1

If I uncheck GPU acceleration, it will enlarge the photo itself.

I'm no expert, but normally when you use menu Image/Canvas Size... you get the result as in the second image: PSP enlarges or reduces the editable area (canvas) without enlarging or reducing the original image. That image is placed as set in the Placement part of the Canvas Size dialogue, as is the background colour. In this case the image was placed at the top left.
If you specify a canvas size smaller than the original image, PSP crops the canvas, leaving the part as set in the Placement part.

Menu Image/Resize... gives you the options to resize/resample the image itself, not just the 'canvas'. That's where you find the GPU acceleration etc. if you activate the Advanced and AI-Powered Settings check box, and choose the Resample using: AI-Powered method.

If your second image is the result of Image/Resize and not Image/Canvas Size you might try resetting PSP to default, as described here:

Don't forget to save your workspace if you've customised it: menu File/Workspace/Save..., so you can reload it after the reset.

You need to update the driver of your video card.
