Flood Fill

I am trying to make the blue sky darker by changing it's color. Here's what I am looking for but can't find. Click on Flood Fill on the left side. I get the little pixel target. I want to see a menu on the right with a grid of a hundred colors. I click on the one I want and then go back and click on my blue sky. Now I have no colors to choose from.

Maybe they located the Color Changer tool that is nested under the Flood Fill?

Maybe the Materials palette? menu View/Palettes/Materials or keyboard shortcut F6?
