Pick Tool x Off Set

Hello!

I Use PSP-2019. Could someone please explain to me the differences between: Pick Tool and Effects - Image Effects - Off Set.

As a test, I used a 900x600px canvas, and a 297x574 px tube. I copied the tube, pasted it as a new layer on the canvas, it was perfectly centered. I want to move the tube to the right. If I use the Pick Tool, the X and Y parameters are 570 - 25. But, using Off Set, so that the tube stays in the same place, the parameters I have to use are 415 - (-)15. I don't understand this and I appreciate if anyone can give me any ideas on how to configure the Off Set. Thank you very much.
