issues with timecode decimals

Hello. I'm currently using Ultimate 2020 and am running into some annoyances with the way the decimals for the timecodes are calculating/calculated. Currently, my timecodes have .3 = 1, such that a timecode listing 1.2 seconds would equal 1 and 1/3 seconds. Is there a way to change this to base 10 (I'm assuming it is not using base 10 to show the fractions of seconds)? I would love to be able to raise my decimal places above .3 just for convenience' sake instead of having my calculator handy at all times. Any and all responses and help are appreciated! Thank you!

I am wondering which sort of timecode you are referring to. In VS you have aa:bb:cc:dd where dd does NOT represent a fraction of a second, but video frames. For a PAL video you will get 25 frames per second, and for NTSC you will get 30 frames per second (or more accurately 29.97 fps). For progressive video that will become 50 and 60 fps.
