"Today had virus notification" did you just install VS 2019 today?

If you installed and used it prior to today and did not get the Avast message, then it is likely a false-positive. That VS version has been out a long time and hasn't had your issue reported (to my knowledge).

However, if it makes you fell more secure, submit the file to Avast.

For a second opinion, you have access to Windows Defender, and the VirusTotal online file virus scanner (https://www.virustotal.com/gui/home/upload). Try these to check for false positive in avast.

If UEIP.dll is a User Experience Improvement Program Service then avast could be seeing this Corel DLL collecting user data.

I also had that Avast warning today, so just created an exception.
These virus warnings are always false positives, normally you would run a virus scan before installing, then disable your anti-virus and install the program, although this warning appeared in VS months after it was installed

If this has only just appeared in Avast, then a routine recent pattern update in that security scanner is probably the cause of it detecting an issue with a years old program file.
As to it being a false positive, there alternative scanners that you can use to satisfy yourself that it is - the MS monthly scanner being one of them. get it free using google search, and run it.
Satisfied, then do as Rob suggests: get into avast and create an exception for that file.

You could also report the false positive (pictures of the screen warning listing the file absolutely essential for either company to credit this) to Avast and Corel; they are the ones who should sort this out.

Additionally, since you use windows 10, consider using the built-in Defender AV system: got rave reviews when it came out and has only gotten better. What it does do is scan every - repeat every - file on your system, not just the selection the AV programs choose. I run it manually once a week (there isn't a scheduler in the 20h2 version) during the evening meal time: on my system it takes nearly 2 hours to scan 2.4million files.

Whilst I use Avast, I also have Defender turned on for periodic scanning

Oops, forgot to mention the type of defender scan - the optional full scan and the offline scan (one after the other: the offline scan runs in the space between BIOS and windows start, much like some of the regular updates, and re-starts the PC when done) in the virus and threat protection page. The current threats quick scan runs automatically. For anything deeper, manual start needed. See the scan options page.
The scan results show in the notification area after it's all over.
