PSP2021 Moving toolbars and locking?

HI, I just updated from PSP2020 where I had my left hand vertical tool bar moved to the right of the working pane before the colour palette toolbar. It was over a year ago when I did this move but being old with a poor memory I have completely forgotten how to do it. I seem to remember having a problem doing it before and the manual left me confused.
Could someone describe how this is done move by move for me. I have mastered all the other settings I need now and was glad to see the brush/colour/smart edge bleed problem has been fixed in this version which drove me mad LOL.

Hi Mike. Just hover over the top of the toolbar until you see the move tool that looks like this

and click on it and drag it to where you want it.
