Hi,
VS have option for "Pan & Zoom", but I'm looking for option to scale the video during certain moment. The idea is to scale down the main video, and then bring another video on the screen also. Like when a person calling to other person, and both of them are visible on screen. Split screen seems to be not offering dynamic changes.
Is it possible to scale video on the fly?

Customize Motion is the tool you want to use. With images it is simple but if working with a video clip you will nee to cut the clip at the start and end places where you want to change the scale and position. Then use Customize Motion to shrink and position. Add the second image/clip to an overlay track and do the same thing to size and position.

I generally "split" the video in that moment (keyboard "s" shortcut). So the timing is more easy to handle like this.
