Assume I load a big, looooong picture into PSP X2.
Now I want to make a rectangle selection (and crop it later).
"As usual" I could click on the upper left corner of the desired selection rectangle and drag the mouse down to the lower right corner while PSP
is scrolling down very, very slowly. Moreover users have to move the mouse to keep PSP scrolling.
This is very tedious and user unfriendly.
Is there a way to somehow click on the upper left corner of the rectangle, then fast scroll (with the vertical scrollbar) down to the lower right corner
and click the second partner corner to complete the selection rectangle?

I know this will sound a little silly, but personally I would hold down the Ctrl key on the keyboard, and roll the wheel on my mouse backwards until the image was all visible on the monitor screen (i.e. zoom out). Then I would make my selection. It may not be totally accurate, but will be pretty close. You could then Ctrl+ forward roll (i.e. zoom in), and adjust the lower right selection point.
Mind you, I have a 32 inch 4K monitor, so probably have a lot of surface area to accommodate what I usually do.

Or perhaps
1. Selections > Select All
2. Edit Selection
3. Choose the Pick tool and then adjust in or out as required
That will enable adjustment of the selection to suit.
And as Ken said you can roll the mouse wheel in or out to change the scaling .
