toning/ tinting and image

is there a way to tone or tint an image WITH CLEAR COLOR.

that is, when i layer an image and scale down the transparency with a color i still get that milky veil and the original contrast is lost. i want to tone an image, for instance, as one would see if one were to wear tinted glasses

Change the blend mode to Color.

Or to Soft Light (actually experiment with the blend-modes).
