Videostudio still not rendering HEVC projects correctly

I hope that the forum can help me with this (ongoing?) issue with Videostudio Ultimate 2019 and other versions.

My Panasonic HC-X1 camcorder captures video in MP4 3840 x 2160 , 50p, H.264. I would like to reduce the source file size in a Videostudio project for uploading UHC 4K videos to my Youtube Steamclips channel by converting to H.265 (HEVC) and halving bitrate.

However, rendering a 3840 x 2160, 50p H.264 file into H.265 (HEVC) results in a file size and bitrate hugely larger than estimated. e.g. an estimated file size of 65.1MB with a Videostudio Preset bitrate of 40Mbps, before rendering, actually renders at 157MB with a bitrate of 101.7Mbps! Which defeats the whole point of HEVC.

If I try to reduce bitrate to my desired compression of 20Mbps in order to achieve a useful reduction in file size from H264, the estimated file size before rendering is 32.7MB but VS actually renders a file size of 157MB and still with a bitrate of 101.7Mbps.

The problem therefore would seem to be that there is no way to actually make the set bitrate "stick" as in all the other rendering profiles in Videostudio.

I have recently raised a ticket directly with Corel and been totally "blanked" by so called experts on the issue who claim that HEVC rendering is working as expected but they clearly have either not tested the problem or, more likely, are aware of the problem but have no intention (or way) of doing anything about it. It was a completely frustrating and unsatisfying experience.

This issue was first raised on this forum back in 2018 but I feel got bogged down and started to go off-track with no conclusion or useful suggestions.

Many thanks in anticipation that someone will respond and that there is something that will resolve the problem.

P.S. could someone out there try rendering an H.264 video clip into H.265 and let me know? just to confirm that it is not a problem confined to my computer. What does your VS estimate the file size for a given bitrate and what does it actually turn out to be when rendered?

Can you try to render in Intel and nvidia hw acceleration ? Is there any difference.

What is the data rate of the original video file?
What is the size of the original recordings, lets say for a 1 minute recording.

I ask as my Sony camera recorded using MPEG-4 Files
24 bits, 1920 x 1080, 50 fps
Frame-based
H.264 High Profile Video: 59998 Kbps, 16:9

with a file size of 400mbps for a 1 minute recording

Suggest that you follow YT's recommended upload encoding settings (https://support.google.com/youtube/answer/1722171).

Normally one would want to upload the highest quality video to YT as YT will process it into a variety of video resolutions and how that processing occurs will change over time.

Hi: at 3840 x 2160, 50p raw file size is 1.1GB per minute with a bitrate of 157Mbps
