Disable the filter that prevents you from working with banknote images

Corel Paintshop Pro 2021 Ultimate is preventing me to work with images that contains pieces of paper and banknotes, in particular, euro. This is PERFECTLY LEGAL in my country, so there is no reason why I should not be able to work with them. I need to use those images for work purposes and it is quite urgent. Is there a way to disable that block? It is really annoying, especially considering that it relates to some foreign law that does not apply to me!

As far as I know there is no such off switch. I know photo copiers will fritZ out on you if it detects the EURion constellation on the bank note. Never heard of it being prevented in software. Unless it's a different copy protection mechanism.

I photographed a Euro note with my smartphone and PSP wouldn't open it, citing restrictions.
"PERFECTLY LEGAL" has its limitations. Of course there are international rules, among them copyright rules and unsurprisingly resolution rules, about using images of the currencies of most countries. More information about using images of the euro can be found here:

From PSP X7 to PSP 2021, no version opens this image.
Corel Draw X5 opens the image and Photo Paint X5 accepts the image.
Corel Painter Essentials 7 opens the image.
The image opens in Windows Photo.

That's curious. I have no difficulty opening that 500 euro photo in PSP 2019, 2020 and 2021. Those are the three versions I have on this computer.

It also opens in Painter 2019 and Painter Essentials 7. However, it will not open in DRAW X7 using File > Open. It suggests using Import, but that option is greyed out and unavailable.

I was not able to open it in PSP2020 at work. It gave a warning about banknotes with a link to a site that shows the rules and laws surrounding each type of note. I tried deleting the yellow spots found on the note using gimp's clone tool trying to see if I could fool it by removing what I thought were the EURion constallation circles, but it still refused. So either there is another EURion constellation hidden in the bill somewhere or it's using another specific identifier.

The CDS is explained here: https://rulesforuse.org/ Note that it's voluntary for hardware and software manufacturers.

A search for CDS also brought me to the Photoshop site: https://helpx.adobe.com/photoshop/cds.html with their own explanation.

Further to my post above, Corel Paint X7 actually brings up a message box saying "This application does not support the unauthorized processing of banknotes."

I also did some further playing around in CorelDRAW X7 and finally got the image to open using Import. No warning message came up.

But it seems curious to me that we are getting different reactions from PSP. I wonder if it has something to do with the areas where we live and work. I for instance could not be further from the European Union and its myriad of laws and regulations.

Could you modify the banknote PNG file (add some text, for example) or change 500 to 600 and try to save it? Is the save permitted?

Yes, can add text. Haven't tried to wipe out 5 but have placed 6 over it. And then saved it. No problems. Using PSP 2021 for this.

Ken- I tried opening the image you modified in PSP2021 and no luck, so maybe your thoughts about it being country specific are correct.

That's the exact same message I got -- and mentioned above -- in Corel Painter X7 (part of the DRAW X7 suite). So it is even stranger -- for me at least -- to get this response from one Corel program but not another; and equally strange that Painter gives the message where its sister program (DRAW X7) allows me to import the image.
