It's effects>Seamless Tiling. It's a problem with the 'Edge' method. Has anyone noticed that when you try and seamless with this method that instead of moving the entire image down/left keeping the resolution of the photo the same, it moves downright but it takes away resolution from the picture. The higher you set the 'Width' the more resolution it takes from the picture leaving what's left of the image zoomed in and blury.

Go see this yourself and set the width to 100% and you'll know what i mean

Thanks for any help on why it does this!

What size image are you working with? Can you give an example image?

Using one of the samples from PSP 2021 I did notice that the tiling will definitely enlarge an area as it stretches to meet the specific width you set. But the resolution didn't become blurry or pixelated. It was a 3000x4507 image so I scalled it down by half twice to 750x1127 and I also didn't notice any major blurring or loss in quality beyond what I had already done.

That's the thing I don't think it's supposed to stretch the image, it's supposed to move the image diagonally and blur the area where the seam is but keeping the image unstretched. I was using a 1024x1024 image. I just did it again to double check and It's definitely loosing quality and looks more pixelated and plus you have to set the width to something if you leave it was 0 and hit ok it won't do anything to the image. It seems to stretch both vertically and horizontally. The Corner and Mirror methods do not seem to have this problem. Try the Edge method in Seamless Textures again you can't miss it. Also just FWI i am using 2021

I also used 2021 and 2020 and X2 and 8. They all produced the exact same results for me. Again, no noticeable blurring or pixelating. Because it is stretching the image there is inevitably going to be some loss of quality as it invents pixels to make up for the gaps but it wasn't all that noticeable. Unfortunately none of the help files indicate whether or not the Edge command is supposed to stretch the resulting tile as you increase the width %. It is the only one that stretches, but this stretching behavior acts like I would expect it to when changing the direction settings. Stretching in only one direction if Vertical or Horizontal are checked in stretching in both directions for Bi-directional. I'm thinking it does act exactly as it's supposed to.
