Yes it is. Each browser has a different way to do this. Usually from the menu somewhere. Which web browser are you using?

Try right clicking on your desktop and you should get a context menu that has various options. One of them - in Firefox anyway - is New, and it has a popout sub-menu with more options, one of which is Shortcut. Creating a new shortcut then allows me to set the program path for the shortcut or, in your case, to enter an internet address that the shortcut will take you to.

In Firefox you have the Bookmarks Toolbar
In Chrome it's called the Bookmarks Bar
In Edge its called the Favorites Bar.
Do a google search on how to add a site to the respective bars.
