Perhaps this already exists, but.....I would like to be able to set a number of frequently used tools in a separate on-screen display. This would overcome having to go to different places to find the oft-used tools.
Any ideas, please?

You could create a toolbar with the frequently used tools.

As an alternative if you don't want another toolbar, you could customize an existing toolbar button (the Pan tool comes to mind) and add your frequently used tools to the popout menu of that button for easy access.

I use the Customize Toolbar feature to add items from "Unused Tools" to the top toolbar. One that I really like is the Manual Color Correction. There's still lots of room on the toolbar.
For ones that I use very frequently, I use the Customize Toolbar to add a Keyboard Shortcut. You need to reserve part of your brain to remember them, but if they're very frequent, it can be short-term memory. I use these
W - Warp Tool
Shift+F - Soften
Alt+Shift+F - Freehand Selection
Even though these are in the Tools, I find it faster to type than to mouse. This is why they call them shortcuts.
