My problem is that like FourWinds+, I too cannot see a Snapshot command in the Options panel. I see two choices -- under the Edit tab and under the Record/Capture button.

I am a little confused -- as far as I am aware there has never been an option for Snapshot from the Options Panels.
Options Panels work when selecting a clip and that is in Clip mode, switch to Project mode and Options has little effect.

Like you -- Only from the menu top left for Edit and the Record/ Capture options do I see Snapshot

We can take a snapshot in Clip mode which will use the resolution of the original video files stored on our hard drive.
Taking a snapshot in Project mode will use the Project Properties resolution, taking the snapshot as we see it on the Preview Screen, including any animations/ text etc.
