I have a screen shot of me and Todd Rundgren from last night's meet and greet zoom session. He stood next to each of our images on a large screen. Nice bright screen shot of me. Todd was off to the side, nearly invisible in the darkness because of course the camera did an auto-balance thing. To my question: how do I change brightness and contrast to only a portion of an image? Thanks.
By the way, I have PSP 2021, not 2018 as indicated below.

Same way on both 2018 and 2021. There are multiple options.asuming the colors aren't clipped.
First and best way use adjustment layers. Adjustment layer for brightness and contrast, or Curves, then just use the paint crush to paint black on the adjustment layer mask to hide the areas you don't want the adjustment to touch.
This is non-destructive and you can adjust the settings until you get them right.

Done using Fill Light/Clarity adjustment layer.
