I'm not going to describe this well. But essentially it creates a copy of the current image and edits inside PSP without changing where the currently opened image points to on the HDD.
Save As saves the current image with a new filename. That filename is then reflected in the Titlebar as the open image now refers/maps to that new file location and name. So if you hit Save it saves to that file specifically.
Save Copy As creates a new file using the current image but the open image in PSP does not get mapped/refer to this new file. So, when you hit Save on the current image it won't touch the copy you'll be saving over the currently opened image.
Also, as far as I can tell, Save as... defaults to the folder an image was opened from, like Save, while Save Copy As defaults to the last 'save copy as' folder.
Thank you Levifiction. I could have found it myself. I hadn't really performed the operation. I had stopped at the settings window which was the same in both cases.

"SAVE COPY AS" Also remembers the file type - when working on things like 3D Models and such - I typically use "SAVE AS" for my main PSP file [pspimage] saving it securely in one location as you want to insure your source is saved properly all the time. The I use "SAVE COPY AS" in the format I am using on the model like DDS - saving it to my models working directory. I think it's real intention is to help prevent you changing your [pspimage] file to something else - then accidentally saving it and then exiting - losing your [pspimage] format.
