I have some pictures that I've corrected abnormal rotation (they were scanned crookedly from a book).
When I straighten them (and don't auto-crop) the new/leftover space is black. Now, I choose a background color and go to fill the black areas.
However there is a one-pixel strip (stepped, as the line isn't horizontal/vertical) of residual black pixel. It has not been replaced.
With my light choice in fill color, it should be considered very different and be replaced. Why is it not?

Most likely the anti-aliasing that happens when the edges get rotated. I can offer you two possible options
1) Increase the tolerance of the flood fill tool
or
2) PSP uses the background color on the materials palette to fill in the corners. So, on the materials palette, before you straighten the image, select a background color that you want. This will be the color that gets filled in at the corners.
So if I want white to be filled in on the corners, I choose white as my background color. If I want teal, i use that as my background color. I believe it's filling in black because you have black set as your background color on the materials palette.
