On the task manager you are able to monitoring how is your power savings are working. This can be done by following the speed value:
If that value goes up and down heavily, you could try to change the power savings to less aggressive:
Also, have you tested, if you save as the current project to another name (as a test), and delete all 90% of content from it. Are you still be able to get the issue. Or delete content by track by track, basically following tletter's idea to see if there is something inside your project which could be causing that.

Thank you for the suggestion.
My power management is in always high performance. And the CPU is in general boost speed 3+ Ghz. Does not fluctuate too much.
Also I made a copy of the project. Again in the beginning no issue. After a while after I started facing the lag. I started deleting media from the project. Finally I delete the last bit of media. Now the timeline is empty but still the interface is slow.

I cannot take out the idea that issue is CPU related. In a way how CPU load change while lagging is happening, that in my mind indicates there must be something there.
How about if you have faced the lagging, and then start new empty project (not restart the VS), does the lagging follows?
And you are using x64 bit version from VS? And with the latest update? (sounds like support?
)
What is your Win10 version? And you have updated the latest chipset and firmware for your motherboard?
Anyhow your case requires a deeper analyze what VS is doing while it is lagging. We seems to have a bit different CPU so cannot compare them 1:1. But hard to believe that makes so big different.

I will try what you say.
I am using VS 2020 ultimate 64 bit with the latest SP4.
Windows 10 64 bit pro
Drivers are updated via windows update. My PC is a MSI Nightblade Mi2. MSI did not provide FW update for a while.
On the other hand everything else is updated. (GPU driver, SSD Firmware etc.)

I am also having trouble with Videostudio 2020 ultimate
The UI is horribly slow. Just opening preferences takes 5 seconds. Also just selecting different clips from timeline takes about 5 seconds. Also adding simple effects such as color correction takes very long. First time using this for real and the footage is from a Gopro Hero 8 4k 30fps. When I look at task manager, when for example opening preferences, the programs loads core 15 (last core) at 100% but other cores seems just fine. Also memory usage in this project is around 8GB of my 32GB. The files are in raid0 samsung 850 evo ssd's so there's plenty of bandwidth available.

I consider to update the chipset dirver via intel. But windows 10 does not offer them as update.

Have you actually tried to run your CPU without hyper threading? I'm having that enabled, so it does not means automatically bad experience.
Have you tried to run your computer with antivirus disabled?

I have tried to start a new project when the lag starts. Bump. Does not help.
My windows version is 20H2.
Also I have realized that the hyperthreading is off. Unfortunately my CPU does not support i5-6400.

But you said the lagging does not happen when you are starting the VS. Then does it happening other projects as well? Some more simpler projects? Or if you start a fresh project and start adding some random clips. I'm hunting possibility, that your current project success to poisoning some memory area for VS which is then causing this and it is not fixed until you restart VS.
If you are family with this: Process Explorer, then that is able to tell what is happening while waiting preferences to become available.

What do you mean by what else is happening on my workstation? Other video editing software (Davinci resolve, Openshot) perform just fine, even with or without any project files. The strange think is that in the beginning for a while to SW works just fine. After a while something happens that I can not find the reason.
I am not familiar with process manager actually.

Just a thought to see deeper how you and cybernick are facing this issue.
The idea with empty project is to isolating the issue. To see from where the slowness is starting. Keep in mind, on here we are only other VS users. This is not official support from Corel.

Ok. I started the adventure with support team. The standard engagement procedure started.
1- Which type of the file are you using
2- Provide msinfo32 report
3- Provide winaudit report etc.
One think a assume; can it be related about how I import media to timeline. I drag and drop from windows explorer to timeline directly? Can someone test it for me in his/her computer. Importing media in such way is very convenient for my workflow.
