Is there a tutorial to take a picture and size it to look oval (without distorting it) so it would fit to an oval frame.

The easiest way is to print your image with the same height as the oval and cut it with scissors.
If your frame is rectangular with an oval inside, why not use some oval frame from PSP?

Im transferring the image to a oval board. And yes you are right about printing to the size of the board and cutting it. I think I will create an oval section and than put the picture inside that with the words that goes with it. I should of ask the question about maybe an tutorial in regards to doing just that. Sorry, new at this.

Create a new image, the same size as your destination oval.
I suppose you have a 13x18 cm oval: Make sure you are in Untabbed Mode (go to Window and unselect Tabbed Documents).
-> Do Layers/New Vector Layer
-> Select Ellipse Tool (Q key)
Draw the oval starting from the upper left to the opposite, bottom right. Make sure you have the correct settings (Width and Materials Palette): Use the Pick Tool to adapt the oval if needed.
If you want the outside of the oval to be white do the following. If not, jump to 'Open the photo you want...".
In the Layers Palette, right-click on the OVAL layer and select 'Convert to Raster Layer'
Select the Flood Fill Tool and in the Materials Palette, select white as Foreground color.
Fill the four corners with white:
Open the photo you want to put inside the oval.
Copy the photo (Edit/Copy).
Select the Oval image (click on its Title bar) and do Edit/Paste as new Layer.
In the Layers Palette, drag the image layer under the Oval layer: Select the Pick Tool in Scale mode and using a corner of the rectangle adapt the image to fit best the oval.
If the image is greater than the oval, enlarge the windows borders until you see the dotted rectangle of the image:
(See next message. Unfortunately, this board doesn't accept more than 4 images in a message.)
