After all these years, you are still missing the ability to create a new image from clipboard like Photoshop. Especially with today's snipit/snagit tools for quickly grabbing images from the screen, this functionality is more important today than when it was first introduced in Photoshop years ago.

Paste As New Image is what you want to use - will create a new image from any image data on the clipboard.

You'll find Paste As New Image under the Edit menu, not under File.

As Levi and Ken already said, "Edit -> Paste as New Image" is the command you are looking for, and it is available in PSP since forever. It is also one of the things done so much easier and faster in PSP compared to Ps.

Another option…. I use a right click anywhere on the tool bars at the top of the workspace to find “Paste as new Image”
and if using Cascade then any empty space to the side of the images.
To copy an image I use the keyboard
Print Screen will copy the desktop to the clipboard
Alt + Print Screen will copy the active window to the clipboard.
