I insert a new black mask layer. Then I'm able to paint with white color on it.
Why can I not paint with black color on a white maks layer?

You can. The black mask layer is called a "hide all" mask. If you want a white mask layer, choose the "show all" mask.

... I had the brush modus on "overlay". Not only you must ensure that you are on the right layer but also that the modi are as they should be!

This is why if you have a problem with a particular tool then you should reset that tool to default.
Click the down arrow beside the Presets on the Brush Tool Options and over at the right the second icon down - Reset to Default.
I suggest you change the brush Blend Mode to Overlay again then do the Reset to Default as described above to confirm that that works and also reinforce in your mind a simple action that may help in future with other tool problems.
