Does Upgrade Import Frames and Brushes
When I upgrade to PSP 2021 Ultimate from 2020 will things like frames, brushes and other imported things migrate automatically or do I have to re-install them all?

The installer won't automatically import previous resources as you may not want it to. But there is a batch import option for getting previous resources into the new installation.
File -> Import -> Content from Previous Versions
