Whether I view the image in Windows Photos or PSP x8, it's showing very dark and high contrast with unnatural colors. I attached what I see.
I tried to calibrate my monitor and it looks worse in a different way.
I tried different monitors, profiles, updating drivers with no luck.

Try testing a calibration image from the internet.
Do a Google search on "color monitor skin tone calibration test charts" and try and find a test image that includes a person(s) and also grey scales and colors charts.
Do they look normal if so then something in the program settings and windows may be the problem or the problem is more likely in your camera settings.
If they also look dark and high contrast then you will need to adjust your monitor settings to get the best display. Some monitors include an auto set up display so you may start with that and then work through various controls - contrast, brightness, to get your best image. This way you are starting with a good image that is not usually contrasty and also does not have any color casts.
