Randomly not rendering a track/layer at all vs2019

I'm still on VS 2019
I have smart proxy enabled, HW acceleration encode/decode disabled
14 seconds total clip length
2 audio tracks and 3 tracks/layers topmost is chroma keyed, below(above) is a static chroma masked track, and topmost is a series of bitmaps.

Topmost track recorded on a cellphone. (Because of this I re-encoded the track again at fixed bitrate, but still that made no difference)
When I scrub, then the only track that always is visible is the middle track, when I render out, the topmost set of bitmaps are not rendered.

Okay, so I reduced the output dimensions to be smaller and now it renders out fine. So somehow the masks or original footage sizes being various sizes are causing problems because they are to the same scale as a project is?

Have you tried rendering with SmartRender also disabled?
