I don't know if it is my PC, but one of my main complaints is that PSP 2021 disappears when trying to switch from Complete to Photography workspace. You have to shut PSP down through Taskmanager and then it will open in Photography. This has been widely discussed in other topics about PSP 2021. On my computer it hasn't been addressed.
I am going to try the rest of the "improvements" over the weekend. I did see some new effects in ready-made AI effects in the Photography workspace.

I have exactly the same problem with the updated PSP 23.1.0.27. Changing the Workspace from Complete to Photography crashes the program, though curiously going from Complete to Sea-to-Sky does not. And like you, PSP hangs in the background and has to be killed by Task Manager so the program can be reopened; and then it opens in Photography. The only way round this is, in Complete, to open the Home Page and select Get Started. That presents, in the top centre of screen, a choice of the various workspaces. You select Photography, and there will be a momentary change in the screen, then you click on Edit, and it opens in Photography.

Those AI effects are available in every mode that can run the Instant Effects Palette, so Photography, Edit, and Adjust.

There are different ways to select a workspace:
1) Click on the Home icon on top and select the desired workspace
2) Go to File/Workspace
3) In Complete workspace, customize the top menu and add menus to access the different workspaces (View/Customize/Commands tab/File): 4) In Complete, Photography and Sea2Sky workspaces, right-click on an empty area of the workspace.
On my system, only the #1 choice (Home button) is safe: no crashes.
The other choices produce often a crash when switching from Complete to Photography.

@Jean-Luc...I tried that. You suggested this in another post. Still seems like solid advice. Unfortunately...after update 1 still doesn't work.
Also...if I switch from workspace Photography to Complete, I have lost my personal workspace settings. I have to load the file each time.
My brain is mush...I read somewhere that you can switch between workspaces by going to the Home screen. That does work.

Just tried it...crashed. Wouldn't load Photogaphy workspace from Home screen. Tried to load Sea-to-Sky...loaded, but crashed as soon as I tried to try an effect

Just tried that.
* Opened photo in Complete
* Went to Home
* Clicked on Photography
Nothing happened.
Until I clicked on the filename of the photo in the list.
Then it opened in Photography
* Clicked again on Home
* Clicked Complete

That's a good workaround, but shouldn't be necessary.
And my personal toolbar and settings still won't load automatically. Have to refer to it.

My default workspace is Complete and in Preferences I have selected "Keep last view".
From Complete, I go to the Home/Welcome screen. I move the tab/slider down (see screen capture) in face of Fall Into Savings. I click on the Edit Tab on top. This will open the Complete workspace.
I close PSP.
I open PSP. It will open in the Complete workspace.
No need to load an image. I right-click on the empty workspace and select Photography.
PSP crashes.
I kill the process in the Task Manager.
I open PSP and in the Welcome screen, I move the tab/slider up (to Get started).
I select Complete, select a file, and click on Edit. The Complete workspace opens.
I close PSP.
I load it again and in the Complete workspace, I right-click and select the Photography workspace. Now, PSP should not crash.
