With some applications that I have used, there is the ability to create a selection (mainly for a rectangular selection) and then I can move or resize the selection to refine it.
Can I do that in PSP? Its not a huge deal if I cannot, I am just curious.

If you have a selection tool active (selection, magic wand, etc.) and you right-click and drag on a selection with that tool it'll move the selection outline.
To resize a selection you'll want to use the Edit Selection mode, there is a button for this on the layer's palette or in the Selections Menu. Selections ->Edit Selection
When in Edit Selection mode you'll see your selection as a ruby lithe (red is the selected area). You'll also see a new temporary layer called "Selection" representing the selection. If you double click on this layer in the properties you can change the color and opacity of the selection to be more visible on whatever you're working on. Red doesn't work nearly as well on a mostly Red Image.
With Edit Selection mode on grab the pick tool and use it to scale, deform, rotate, move, etc. When you're done turn off edit selection mode.

Oh my, that is much more comprehensive than I expected! I bought this product when Humble Bundle featured it not all that long ago for only $30. which included a whole lot more software. I couldn't have made a better purchase. This program is incredible!
