Welcome to PSP

So I purchase the program, and I'm greeted with two ads to purchase something else, and "new" is greyed out and not an option.

Did I really purchase a partial copy of this software? That is definitely not what was advertised, and I'm confused and frustrated as to why there's no option to simply start a new, blank project when I open this program.

On the Home page, click on Complete workspace and "New Document".

Yes, after Corel acquired Jasc Software they turned PaintShop Pro into a bulletin board for marketing their other, more expensive software and various addons they want you to buy. So it's adware à la mode.

To get rid of the Welcome page when you launch PSP, you need to go into File>Preferences>General Program Preferences and select Tabs. There you can choose to set Edit as default.

To get rid of some of the ads, you can go into Help>Message Preferences and select "Do not show me tray messages for this application" in the drop down menu.

Other ads, such as the one in the paint brush preset drop down menu, or the ad which sometimes pops up when you open or close the program, require some additional intervention, at ones own risk.
