Turning photo into pointiliste or drawing..

I need to change photos to look like pointiliste (pictures with dots) and/or like a drawing. Can some one tell me the steps to make this happen.

Attached is a sample of what I am looking to do to photos.

As far as I know, no software is able to render a photo as you want. Such a program should create the outline, remove the inner black areas, and select the wanted inner lines.

But you can make it manually with a fine brush in PSP.
Create a transparent layer above the photo.
Use the Paint Brush with a few pixels size and draw the outlines you want above the photo.

No expert here, but I wonder if Effects/Edge/Find All | Find Horizontal | Find Vertical | High Pass... , combined with other editing like Image/Greyscale could come close to what you're looking for.
