How can we organize items in a palette?

How can we organize items in a palette?
When I use, for instance, the Clone Tool, all the items in the tool options palette are placed at the left end. As a result, and extra row is formed below, taking up edit screen space. All the items in the palette would fit along one row and free up wasted space. I looked in Preferences but found nothing. Is there a way to organize items in a palette and economize space?
