Picture Tubes Not Showing Up

Hello,
I was given some tutorials to make your own picture tubes. I followed those tutorials to a tee and they are not showing up in the drop down menu when I go to use it. What am I doing wrong please.
I also wanted to ask about Plugins particularly ones for Photoshop. Can I use photoshop plugins in PSP 2018? I would like to put VM Sparkle in to my PSP 2018 I tried making a folder on my desktop and downloading and extracting it to that folder and then going into psp and going to preference file location and adding it to the plugins folder but it's not showing up there. Is it not able to be in psp or what am I doing wrong. Thank you for the help.

Try this:
1. Open up a new transparent document 300 x 300 pixels
2. Choose the paintbrush tool and deay a rough circle and draw some eyes , mouth and nose.
3. File > Export > Picture Tube and the Export Picture Tube dialog box will come up.
4. Leave it at the default settings and type in the tube name funnyface and click OK
5. New document say 1000 x 1000 pixels with a white background.
6. Choose the Picture Tube tool and scroll down - they are in alphabetical order and you should be able to choose funnyface from that and then draw some tubes on your document.

Regarding the VM Sparkle plugin I was able to get a whole series of VM filters using Filters Unlimited 2.0 - note that it is a 32 bit version so you need the 32 bit version of PSP 2018 to operate it.

I did exactly as you said with the picture tube tool and still nothing it is not showing up in my list. I just don't know what to do.
I didn't even think of trying my 32 bit with the plugins so I will try that now.

I downloaded the plugin to my psp 32 bit and it showed up but when I go to use it I get this error message. Ugh just nothing is going right with my psp. :/
