Hello:
Does anyone know how to turn off the snap too lines when editing? Also, how can you rotate an image, just by 1 or 2 percent? I can only find how to rotate the image by like 180?

Right click the mouse and try Motion\ Customize \ Rotation.

Can you be a little bit more specific about what 'snap to' lines you are referring to - do you mean clips in the top track snapping to the previous one - then the answer to that is to not use the top track and put all your components in overlay tracks - or do you mean the grid lines which are only available when adding a title - if so see image below
As said above 'Customise Motion' will solve your rotation query
