So I shot a video in portrait on my phone, the subject of the video is small and I just want the horizontal middle portion of the video. In VS I can crop out the section I want, but it is not a true crop, it just ads black borders to the top and bottom of the video, but the video remains a portrait video.
If I remove the Fill borders, it just stretches the cropped portion to portrait like this.
I don't want this. I just want to crop out the portion I want in 16x9 landscape. How do I do this?

Jungle, VS did the crop OK but you asked her to "fill color" and she did so.
Secondly, your project is vertical so again VS done just fine.

As Asik says set your project properties to widescreen 1920 x 1080 not 1080 x 1920
I am not sure the crop tool is right when changing the aspect ratio
You should try using the Pan & Zoom tool
Zooming into the video effectively enlarges the selection to use a 16:9 ratio.
Otherwise try using the overlay track, right click preview for Fit to Width, then drag video up / down into position.
Quality may suffer when changing from portrait to widescreen

Thanks. This worked. I appreciate it. It is just a short video I am making for fun of a grasshopper that road on my windshield wiper for 150 miles last week. I use my phone as a navigational device and It sits where the camera could shoot video of the grasshopper over the dashbord. I NEVER shoot video in portrait mode (absolutely hate videos that are!), so I have no experience working with it. The original footage was shot in 4K, so I should be able to get a decent render out of it in 1080p widescreen. It is just a video for fun, so it does not matter. Here is a rough draft I made on my phone with a free app.

Thanks. I may just do it. I am still working on it. Here is the newest version. You can see in this one why I asked the question I did here. It looks so much better in widescreen. He hung on for 150 miles, through a two towns. It was my intention to shoot video each time I drove by a City Limits sign (I was making a 450-mile trip), but a dang rainstorm washed him off after the second town, so I did not end up with the footage to make the full-length video I wanted to and just decided to do something with the few short clips I had.
